22@Barcelona Background.

“In 2000, the Barcelona City Council approved a new urban planning ordinance aimed at transforming the old industrial area of Poble Nou into a magnet for new activities.” The new plan is the equivalent of about 115 city blocks. It encourages new construction, incubates new technologies, calls for more public spaces / green areas and incorporates subsidized housing. Previous industrial activity must be replaced by offices or other business related to new technology and knowledge. “The goal is to encourage land owners to update obsolete urban planning elements... while maintaining economic activity.”
